Pakistan’s wheat uncompetitive in international market

KARACHI - While export of wheat has already been halted, despite huge stocks in the country, due to stiff competition outside the country, fresh increase in wheat support price will further make agricultural products uncompetitive in the international market. Interestingly, despite cheaper wheat available outside the country, people would be consuming costlier products despite a surplus of 4-5 million tonnes of wheat in the country. Fresh increase in support price was also likely to lead to an increase in prices of essential commodities and inflation, sources told Profit. It is worth mentioning here that government has recently increased wheat support price for new crop by 10.5 per cent to cover increased cost of production. This was the third augmentation in wheat price since current government took over in March 2008. Although provincial governments have reservations over the decision made in a meeting presided over by Prime Minister Yousaf Raza Gilani, government had decided to fix wheat support price for next year at Rs1, 050 per 40 kg for (procurement) by Pakistan Agricultural Storage and Supplies Corporation. Previously, the price was Rs950 per 40kg. Even though the fresh move would support growers in covering increased cost of production under shortage and costly availability of fertiliser, government should rather have pondered over other ways to reduce cost of production like reduction in input prices, particularly that of urea. Doing so wheat could be produced and exported at competitive prices. According to official sources of Wheat Traders Association of Pakistan (WTAP) the export cost for Pakistani Wheat was over $305 per MT FOB Karachi. Fresh jump in support price will further increase this cost making the country’s product more uncompetitive in the global market where Indian and black sea prices, consisting of Russian/Ukraine origin, were available at around $240 to $260 per MT. The drastically reduced price of the product in international market has made Pakistani export not only difficult but nearly impossible in world’s markets. The country’s export of wheat has halted after the export of around two million tonnes after the removal of three years’ ban over its exports due to an increased competition in international market. However, despite the expected huge stock by next crop, and zero export, domestic price of the commodity was likely to increase after the increase in support price, sources claimed. Besides, there would also be storage issue for the stock as the country has limited storage facilities. Sources in the wheat export association suggested that a ‘Comprehensive Food Board’ should be made to resolve food related issues as existing organisations could not to formulate and apply a balanced food strategy. The country still has room to export almost over 1 million tonnes before the next crop. The country’s wheat was aimed to be sold in the markets of Africa, Middle East Bangladesh and others. Fertiliser shortage of 240,000 tons expected in December 2011

Urea shortage is expected to stand around 240,000 tons in December following the government’s decision to cut 100 mmcfd of gas to fertiliser manufacturers despite previous commitment to supply gas till December 31, according to figures released by the fertiliser industry.

The government is aware that the only way to overcome the shortage is to provide gas to all fertiliser plants on the SNGPL network till December 31st, says some industry players. Wheat production target for Rabi season will not be met and food inflation could rise if the issue is not resolved, officials related to the industry said.

According to the breakup of figures, the stock in hand was 200,000 tons on 30 November, current projected local production will be 360,000 tons while 100,000 tons of imported urea is expected to reach farmer, totalling to 660,000 tons available for December.

Hence, with the total demand for urea standing at 900,000 tons and supply of 660,000 tons, there will still be a shortage of 240,000 tons in December.

The above import schedule totals to 258,000 tons expected by December 16. However, it is estimated that only 100,000 of this amount will reach farmers in December.

The decision to stop gas supply to Agritech and Dawood Hercules will create further supply pressures and result in price hike, according to industry players.

They also said that the fertiliser sector, till date, has been subjected to 55% curtailment against 40% or less curtailment to other manufacturing industries. The government did try to import urea and avert the shortfall, however, it is believed that it may be too late as shipments maybe delayed and there is a logistical issue of bagging urea at the ports and distributing them across the country. Never before in December, has the country imported 700,000 tons of urea.

Urea sales declined one per cent to 518,000 in October due to prolonged shut down of Sui Northern Gas Pipelines Limited-based plants and persistently low gas supply to urea manufacturers.

Among listed players, Engro posted a substantial decline of 46% to 65,000 tons in urea sales. Fauji Fertilizer Company jumped 8% to 218,000 tons while Dawood Hercules posted highest decline of 40% to 190,000 due to persistent shut down owing to gas cuts. (Courtesy: Express Tribune)

Nawaz terms govt charges rubbish

ISLAMABAD: PML-N President Muhammad Nawaz Sharif has termed the PPP ministers’ press conference against his Supreme Court petition a lie. Nawaz told a private TV channel on Saturday that he had not called President Zardari a traitor when he made remarks in the apex court and the ministers’ claim is rubbish.

“We only want conspirators and those behind them to come in the open. The hue and cry of the ruling party cannot work any longer,” he remarked.

If parliament is rendered redundant and it is not functioning properly then it becomes obligatory for a person like me to move the court, he said, adding, had the executive and parliament worked properly I would not have felt any need to approach the court.

Parliament is representative of the nation and seeking its opinion is very vital thing, he underlined. Institution of parliament is becoming redundant.

If any disaster overtakes Pakistan or come what may even then assembly is not summoned, he complained.

A national policy should be evolved to deal with international relations, he stressed. But it is not being done, he added.

The government had not accepted the restoration and independence of the judiciary, he alleged. The long march had to be launched when the judiciary was not restored within two years, he held.

The verdicts of the judiciary were not being implemented now and its independence was not being accepted, he regretted. (Courtesy: The News)
